No. The widget and the public page read a static changelog.json file — from the same origin or a CORS-enabled URL. The unread badge is computed in each visitor's browser from localStorage. There is no server component, no database, no account — that's the product.
A documented, safe subset: bold, links and lists — rendered through DOM APIs, never raw HTML injection, and javascript: URLs degrade to plain text, so your changelog can't become an XSS hole. Headers and code blocks are not in v1: entries are short release notes, not blog posts.
